Neo-Thalassa Earth
A once flourishing world; overtaken by climate change and the rising sea levels. While the majority of the earth is now underwater, the remaining land is completely made up of gigantic skyscrapers and futuristic cityscapes.The lucky few (aka; the 1%-ers and a few scientists) that get to leave the planet reside in a space station orbiting earth called "Heaven's Haven".Drugs and medical malpractice are common in Neo-Thalassa Earth, especially beneath the newest dictator who himself wants "gills".

Beneath The Waves
Beneath the waves lies the majority of the world as it was once known. Although there are a few personal underwater vessels here and there, the main submarines are The Maw, The Marina, and The Cells. All three of these are mega-submarines, capable of holding cities-worth of people.

The Maw (pictured above) is the main mega-sub that holds the majority of civilians who have been displaced from their homes and do not live in any of the cities.
It contains "apartments" and "condos", and is overseen by six governors, each from and elected by the citizens of the Maw's six "Houses" (cities).
The "Houses" are named as follows; Ichor, Reverie, Natrix, Techne, Nausicaa, and Zyran.
Crime is rampant as there are few to no officers or enforcers of the law, and tension is thick due to people from all over the planet being stuffed into one place.
Specifically, The Maw, Much like the other mega-subs beneath the waves, is bustling with "Gillogicts", self-proclaimed doctors that design and produce drugs and surgeries to supply themselves or others with the means to live in the open ocean; "Gills".
Although the governors exist, law is oftentimes dictated by the drug cartels and those who have the means to be the most violent. (gangs)

The Marina (pictured above) is typically used to refer to the collection of mega-subs beneath the waves. More specifically, however, it's the name of the docking station used to transport people to and from the surface.
The Marina is much like a subway system or an airport, just for boats and submarines instead. As it has connections to the surface, it's usually packed with all sorts of people - whether that be workers, civilians, etc.
That being said; the Marina is even more dangerous when it comes to crime; usually packed full of gang members who are attempting to smuggle drugs to or from the surface. (or who just want control of traffic)
Most workers in the Marina live in the cabins provided by the Marina.

The Cells are a collection of storage units, all holding information and resources from pre-apocalyptic earth.
While traditionally they were used strictly as storage, in the recent years they've been used as a prison for those deemed socially unfit (so long as they aren't just thrown into the sea)
The Cells are currently under the control of a powerful few gangs, and has been a borderline war-zone, as well as a base for criminal exchanges, as of late.
Nothing has been done about this because of the power the gangs hold, but also because it keeps them out of the Maw and the Marina to a degree.

Above The Waves
Above the waves are the densely populated, futuristic & "cyberpunk", mega-cities of Acheron and Saint Madeline. It is nearly always raining and painfully humid above the waves, meaning that most people who want to live comfortably typically reside within the skyscrapers that chart the horizon.
But that doesn't mean everyone can afford to. Acheron and Saint Madeline have few things in common, though one thing is for certain; everyone above the waves is waiting for their turn to be taken to Heaven's Haven.

Saint Madeline is one of the two major cities above the waves. It's known for its darker, sharper, more imperial architecture and strict laws.
Miraculously, the streets of the imperial St. Madeline are (severely) flooded with fresh and brackish water. The city, which uses this to survive, praises Saint Madeline, who is said to have brought about this miracle with the help of the Madelinian god; "Elysian", who is foretold to bring back the land by soothing the angry gods and restore peace to earth.
Saint Madeline is a strict theocracy, with a ranking system as follows; High Priest, Military, Ministers, Civilians, and then the Homeless/ill-fortuned. Anyone found to be against the St. Madeline religion (Elysianity) is promptly executed (drowned) or simply sent below the waves.
Despite this, there are many who don't believe who still live in St. Madeline. Although they fear being discovered, St. Madeline's strict laws offer more protection than the nothing that is provided against gangs elsewhere.

Acheron is known for being the world's hub of work and trade, Acheron provides jobs and money to those who might otherwise be floating along in a life-raft. Whether it might be large monopolized businesses, nightclubs, or prostitution, there's something in Acheron for everyone.
Crime is nestled somewhere nigh evenly between that in St. Madeline and that below the waves. Although Acheron is nowhere near perfect, there is less of a focus on "gills" and more of a focus on money and power. People in Acheron are most likely working to move to Heaven's Haven.
Acheron's neon streets and modern architecture are probably the first thing someone notices about the city, however there's more to Acheron than meets the eye. Below the city streets lies, unsurprisingly, a black market.
